When Pakistan Can Inspire Others…

2 years ago, Adriana Camacho, a Columbian journalist, came to visit ASF-Pakistan NCRU and made a documentary. When she came to us she said:” I want to show Columbia that there are solutions, that they are not alone, I want to show them what Pakistan is doing to solve the issue.” The law punishing acid attack with 20 years imprisonment that has just been passed in Columbia shows that South to South cooperation can lead to very positive outcome, well done Columbia!

Aprueban proyecto que aumenta castigos penales por ataques con ácido

El Congreso de la República aprobó en primer debate el proyecto de ley que establece elevar los castigos penales para quienes ataquen a hombres y mujeres con ácidos.

La ley, de autoría de la representante de Mira, Gloria Stella Díaz, tiene por objeto fortalecer las medidas de prevención, protección y atención integral de las ciudadanas y ciudadanos, en contra de cualquier tipo de acto violento o crimen que se realice utilizando ácidos.

La iniciativa establece que si el ataque causa deformidad y causa daño en el rostro, incurrirá en pena de prisión de seis a 12 años y multa de 50 a 80 salarios mínimos legales mensuales vigentes.

Cuando la deformidad cause pérdida funcional o anatómica, temporal o permanente y sea producida usando para ello cualquier tipo de ácidos, la pena será de 13 a 20 años de prisión y multa de 60 a 90 salarios mínimos legales mensuales vigentes.

Igualmente, cuando la deformidad sea producida a persona reconocida públicamente por su imagen o que su actividad laboral dependa de su imagen, la pena se incrementará hasta en la mitad.

Además, la iniciativa, según el senador Luis Fernando Velasco, ponente del proyecto, establece una regulación al control de la venta de ácidos. Se crea el Registro de Control para la venta al menudeo de ácidos, a cargo de la Superintendencia de Industria y Comercio, mediante el cual se identifique la procedencia del producto. También se va a establecer un registro de los consumidores de estos productos.

This is a tangible example of developmental strategy, the sustainability of ASF-P efforts to ensure that acid and burn victims receive relevant medical and psycho social care will be ensured through a north-south cooperation and a private public partnership. Congratulations to Pakistan to launch a unique federal/provincial cooperation right after the devolution process. More news to come!
